Yes, BUT rules can only be changed by a majority of voting members. If you join a club knowing the rules are compatible with your plans and needs, it would be very unfair to you if the rules could be changed by a unilateral management decision without your participation in the vote. S.O.S will always yield its rule making power to the members and take a position that whatever the majority of members want, they shall have. Only Members can make and change rules, management is responsible for enforcing compliance of the rules voted in by members, and sets the prices to compensate for the financial impact rule changes have on club finances.
